RESPONSIBILITIES
  1. Follow the company’s policies, procedures, planning standards, statutory requirements, and quality management system.
  2. Conduct planning studies, site analyses, development potential assessments, land-use reviews, and planning due diligence.
  3. Review applicable development plans, local plans, structure plans, zoning requirements, planning policies, density controls, plot ratios, building heights, setbacks, parking requirements, and other planning parameters.
  4. Advise the client and project team on planning feasibility, development strategy, approval pathways, planning risks, and authority requirements.
  5. Prepare planning concepts, development proposals, planning reports, planning statements, development schedules, land-use schedules, and supporting documents.
  6. Prepare and coordinate applications for planning permission, development orders, land matters, subdivision, amalgamation, conversion, surrender and re-alienation, and other planning-related approvals.
  7. Coordinate planning submissions with the architect, engineers, landscape architects, traffic consultants, environmental consultants, surveyors, lawyers, and other relevant specialists.
  8. Liaise with local authorities, planning departments, land offices, technical agencies, utility providers, and other regulatory bodies.
  9. Attend pre-consultation meetings, technical meetings, planning hearings, objection hearings, client meetings, consultant meetings, and authority meetings.
  10. Monitor the progress of planning submissions and respond to authority comments, technical requirements, and conditions of approval.
  11. Review project designs to ensure compliance with approved planning parameters and conditions.
  12. Advise the project team on amendments to planning approvals arising from design, density, land-use, phasing, or development changes.
  13. Prepare planning appeal documents, justification reports, presentation materials, and responses to objections where required.
  14. Monitor changes in planning legislation, policies, guidelines, and authority procedures that may affect projects.
  15. Maintain complete and accurate records of submissions, approvals, conditions, authority correspondence, and planning decisions.
  16. Perform any other duties assigned by the Management.
ACCOUNTABILITIES
  1. Prepare and submit complete, accurate, and coordinated planning applications within the agreed programme.
  2. Sign or endorse planning reports, applications, and correspondence where professionally qualified and authorized.
  3. Provide accurate advice on planning controls, development potential, statutory procedures, and approval risks.
  4. Ensure that planning approval conditions are communicated to the project team and incorporated into the design and implementation process.
  5. Maintain proper records of authority comments, approvals, conditions, amendments, and planning commitments.
