RESPONSIBILITIES
- Follow the company’s policies, procedures, governance requirements, financial controls, and quality standards.
- Establish the project objectives, scope, deliverables, programme, budget, communication protocols, and management procedures.
- Prepare and implement the Project Execution Plan, Project Management Plan, Project Quality Plan, risk management plan, and communication plan.
- Develop, manage, and regularly update the overall project master programme.
- Coordinate the activities and deliverables of the client, consultants, contractors, suppliers, authorities, and other stakeholders.
- Monitor project progress, cost, quality, procurement, approvals, risks, resources, and contractual obligations.
- Chair or attend client, consultant, design coordination, tender, construction, progress, and stakeholder meetings.
- Prepare meeting agendas, minutes, action registers, progress reports, dashboards, and management presentations.
- Identify project risks, constraints, delays, interface issues, and decision requirements, and implement appropriate mitigation measures.
- Manage the design development and coordination process to ensure that information is complete, consistent, buildable, and issued on time.
- Monitor planning approvals, authority submissions, building approvals, permits, utility applications, and other statutory requirements.
- Manage procurement activities, tender programmes, contractor appointments, specialist packages, and long-lead items.
- Monitor consultants’ and contractors’ performance against their contractual obligations and agreed deliverables.
- Review progress claims, variation orders, extension-of-time applications, claims, and cost reports in coordination with the relevant consultants.
- Maintain project registers, including risk, issue, change, decision, approval, procurement, variation, drawing, and document registers.
- Manage project changes and ensure that all changes are properly evaluated, approved, documented, and communicated.
- Conduct site visits to monitor construction progress, workmanship, safety, quality, coordination, and compliance.
- Coordinate testing, commissioning, authority inspections, practical completion, handover, and defects rectification activities.
- Ensure that as-built drawings, operation and maintenance manuals, warranties, statutory certificates, training records, and handover documents are complete.
- Prepare project close-out reports and lessons-learned documentation.
- Perform any other duties assigned by the Management.
ACCOUNTABILITIES
- Ensure that the project is delivered in accordance with the approved scope, programme, budget, quality requirements, and contractual obligations.
- Issue project correspondence, instructions, meeting minutes, reports, and notices within the authorized scope.
- Escalate critical risks, delays, cost overruns, quality failures, and stakeholder issues to the Management and client in a timely manner.
- Ensure that project decisions, approvals, instructions, and changes are properly documented and communicated.
- Verify the accuracy and completeness of project progress reports, schedules, risk registers, and management information.
